Principles-Based Approach

Meaning statusEstablishedSource recordDirect document linkedWhy these are different

Definition

A principles-based approach to regulation or standard-setting defines the outcomes and overarching principles to be achieved — rather than detailed, prescriptive rules — and relies on the judgement of regulated entities to determine how to comply. It contrasts with rules-based approaches that specify exact requirements. Most sustainability reporting frameworks, including GRI and the ISSB standards, are deliberately principles-based.

Overview

How it is used

The distinction is central to debates on sustainability reporting design, financial regulation (UK FCA tradition versus US rules-based style) and corporate governance codes ("comply or explain").

Why it matters

Nearly every sustainability standard makes an explicit principles-versus-rules choice; understanding the trade-off is essential to interpreting what disclosures and certifications actually guarantee.
