Old-stock enforcement principles do not create a general grace period

The CPC-hosted common understanding discusses proportionate enforcement for old-stock situations. Old stock is not exempt; genuine transitional difficulties may be considered case by case.
What this means
Keep records of practical constraints and corrective efforts. The principles discuss online corrections and feasible packaging corrections; they supply no fixed transition duration.

These principles are nonbinding and expressly do not represent a formal CPC position. National authorities retain their powers and may take individual action. This is not a universal grace period, a change to the Directive or a national compliance finding.
