Definition

FuelEU Maritime, Regulation (EU) 2023/1805, sets limits on the greenhouse gas intensity of energy used on board ships above 5,000 gross tonnage calling at EU ports, tightening in steps from 2025 toward 2050. It also mandates onshore power supply or zero-emission technology at berth for container and passenger ships from 2030.

Overview

What it means

Shipping decarbonisation becomes a fuel-intensity obligation with penalties, regardless of flag, for voyages touching the EU.

How it is used

Shipowners pool compliance, buy low-carbon fuels or pay penalties; fuel suppliers model demand for biofuels, e-fuels and shore power.

Why it matters

It is the demand-side engine for maritime clean fuels in Europe and a model for global shipping rules at the IMO.
