Standing Committee on Finance (SCF)
Definition
The Standing Committee on Finance is a UNFCCC constituted body established in 2010 to assist the Conference of the Parties in exercising its functions with respect to the financial mechanism: improving coherence and coordination in climate finance delivery, rationalising the financial mechanism, mobilising finance, and measuring and verifying support. It produces the biennial assessment of climate finance flows and the periodic determination of the needs of developing countries, and organises the annual SCF Forum.

Overview
How it is used
The committee structures climate finance transparency debates, COP finance agenda items, and the evidence base for the NCQG and Article 2. 1(c) discussions.
Why it matters
Climate finance runs on trust between provider and recipient countries; the SCF is where that trust is measured.
