Definition

The Pilot Program for Climate Resilience is a targeted programme of the Climate Investment Funds, established in 2008, providing grants and concessional finance to help developing countries mainstream climate resilience into core development planning and investment. It supported national strategic programmes (SPCRs) combining policy reform, capacity building and pilot investments in highly vulnerable countries.

Overview

How it is used

The programme operates in a limited set of pilot countries; evaluations by the CIF and independent bodies draw lessons on mainstreaming, measuring resilience and blending finance for adaptation.

Why it matters

Adaptation finance remains the poor relation of climate finance; PPCR is one of the main evidence bases on how to fund resilience at programme rather than project scale.
