Definition

The facilitative sharing of views is the second step of the international consultation and analysis (ICA) process, established at COP16 (2010) for Parties not included in Annex I. After a team of technical experts analyses a Party's biennial update report (BUR), the Party presents it at an SBI workshop and responds to oral and written questions. The process is non-intrusive, non-punitive and respectful of national sovereignty; the appropriateness of domestic policies is excluded.

Overview

What it means

FSV mirrors the multilateral assessment applied to developed countries, but is designed around capacity constraints: it doubles as a learning process that has steadily improved developing-country reporting ahead of the Paris Agreement's enhanced transparency framework.

How it is used

SBI convenes FSV workshops several times a year, each covering up to five Parties; summary reports are published after each session.

Why it matters

FSV and ICA built the transparency capacity of the developing world — a precondition for the universal reporting the Paris regime now requires.
