Definition

The Climate Vulnerable Forum is a partnership of governments from Africa, Asia, the Caribbean, Latin America and the Pacific that act together on climate vulnerability. Founded in 2009 under Maldives presidency, it has grown to several dozen member states and works alongside the V20 Group of finance ministers of climate-vulnerable countries.

Overview

What it means

It gives the most exposed countries a collective negotiating and policy voice, complementing regional blocs such as AOSIS.

How it is used

CVF members adopt joint declarations (such as the Dhaka-Glasgow Declaration at COP26) and develop national Climate Prosperity Plans that reframe adaptation as economic strategy.

Why it matters

It has been influential in keeping the 1. 5°C goal and loss-and-damage finance on the UNFCCC agenda.
