Carbon market integrity
Definition
The set of governance arrangements that establish whether carbon credits and the claims made with them are credible. On the supply side, the Integrity Council for the Voluntary Carbon Market (ICVCM) sets the Core Carbon Principles (CCPs) — a ten-principle global quality benchmark whose label marks credits meeting thresholds for additionality, permanence, quantification and transparency. On the demand side, the Voluntary Carbon Markets Integrity Initiative (VCMI) defines rules for credible corporate claims using credits.

What it means
Integrity failures — overcredited projects, double counting, non-permanent storage, offset-based "carbon neutral" marketing — triggered a market confidence crisis, with analyses indicating that a large majority of traded credits carried quality risk.
The integrity agenda responds end-to-end: CCP labelling for programs and categories (with only a small share of issuance CCP-approved initially), registry requirements such as tracking retirement purpose, corresponding adjustments under Article 6, and regulation of green claims (the EU Empowering Consumers Directive banning generic offset-based neutrality claims from September 2026).
How it is used
Buyers screen portfolios for CCP-labelled credits and structure claims to VCMI rules; assurance providers reference CCP status in CSRD and greenwashing scrutiny; regulators draw on integrity frameworks when policing environmental claims.
Why it matters
Integrity is the hinge between carbon markets as climate finance and carbon markets as greenwash infrastructure; the CCP/VCMI architecture is the market's self-correction mechanism now hardening into regulatory reference points.
