The UK Transition Plan Taskforce produced the reference framework for credible climate transition plans, publishing its Disclosure Framework in October 2023. It defines what a transition plan must contain to be decision-useful — ambition, action and accountability, organised around foundations, implementation strategy, engagement strategy, metrics and governance — deliberately designed to slot into the IFRS S2 disclosure architecture; the IFRS Foundation has since taken responsibility for TPT materials as transition-plan disclosure globalises. Its role in the claim landscape is to separate plans with operational substance from net-zero press releases: a TPT-aligned plan must show capex alignment, interim milestones and board oversight. The framework structures disclosure of a plan; it does not validate that the plan will be delivered. The Framework is sector-neutral with sector-specific guidance, and it distinguishes the plan itself from the disclosures about the plan — an organisation publishes one document and reports progress against it. UK regulators have drawn on TPT for listing-rule and transition-plan disclosure expectations. Using this framework does not by itself verify data accuracy, legal compliance or sustainability performance.
